Minor contamination below threshold. Restricted zone placement required.
Category C — Hazardous fill
Contaminated soil requiring special handling and licensed disposal zone.
Engineered fill
Specified-grading fill placed to design. Density testing required.

Contaminated or potentially toxic fill is flagged at the classification stage. Restricted material cannot be directed to an incompatible dump zone — a hard control that prevents non-compliant placement.
A full contamination log is maintained for every affected load — including who classified it, the classification applied and where it was directed. Available for EPA audit at any time, without any additional data gathering.
